Scissor lifts, like all heavy machinery, come with risks that workers must be aware of. Whether you’re hiring a scissor lift rental for a short-term project, looking for a sinoboom scissor lifts to expand your heavy construction machinery fleet, or already operating one, make sure all workers understand and follow safety best practices. 

This guide will walk you through OSHA-recommended safety measures to ensure accident-free operations.

Understanding Scissor Lifts and MEWPs

A scissor lift falls under the category of Mobile Elevating Work Platforms (MEWP), designed to provide stable vertical elevation. Unlike boom lifts, scissor lifts move straight up and down using a crisscrossed lifting mechanism powered by diesel or electrical. They're widely used in construction, warehousing, facility maintenance, and material handling, making them an essential part of heavy machinery operations.
Common Scissor Lift Hazards

The Occupational Safety and Health Administration (OSHA) highlights three primary hazards associated with scissor lifts, explained below:

1. Fall Protection: Staying Secure at Height

Falls are the leading cause of scissor lift injuries. According to OSHA, most manlift accidents occur when workers fail to use proper fall protection or stand on unsafe parts of the platform.

How to Stay Safe:

  • Always check guardrails before working. Scissor lifts come with built-in guardrails; never use one without them in place.
  • Never stand on guardrails or mid-rails. Always keep both feet on the platform.
  • Avoid overreaching. Keep tools and materials within easy reach to prevent leaning too far over the edge.
  • Use a personal fall arrest system (PFAS) if required. Some job sites mandate harnesses with lanyards, but they should be secured to a designated anchor point.
  • Be aware of sudden movements. Avoid making quick, jerky actions that can throw off your balance.

2. Stability: Preventing Tip-Overs and Collapses

Scissor lifts are stable when used correctly, but improper operation or bad ground conditions can lead to tipping over, which can be fatal.

How to maintain stability:

  • Only operate on firm, level surfaces. Uneven or soft ground increases the risk of a tip-over.
  • Check wind speeds before use. Most scissor lifts are not designed to be used in winds over 28 mph, and some models are even designed for lower speeds.
  • Do not exceed the manufacturer’s load capacity. Overloading the platform makes the lift unstable.
  • Never move the lift while elevated. Unless your lift is specifically designed for this, moving while raised is a recipe for disaster.
  • Avoid sudden stops or turns. Gradual movements help maintain balance.

3. Positioning: Avoiding Electrical and Collision Hazards

Scissor lifts, like all MEWPs, must be properly positioned to prevent crushing injuries and electrocution.

Best positioning practices:

  • Maintain at least 3 meters of clearance from power lines. Electricity can arc from power lines even if the lift or worker doesn’t touch them.
  • Be aware of overhead hazards. Watch out for ceilings, beams, and overhangs.
  • Use ground spotters when maneuvering. They can help prevent collisions with people, walls, or other equipment.
  • Set up barricades. Prevent unauthorized personnel from entering the lift’s work zone.

Electrocution is one of the top three hazards for scissor lift workers. Always inspect your surroundings before starting work.

4. Pre-Use Inspections: Daily Safety Checks

Before using a manlift, workers must perform pre-use inspections to ensure the machine is in safe working order.

Daily checklist before operation:

  • Visual inspection: look for loose bolts, damaged guardrails, or hydraulic leaks.
  • Control test: check that all controls (lift, lower, emergency stop) function properly.
  • Brakes and wheels: ensure brakes hold the lift in place and that wheels are free of damage.
  • Weight limit check: Never exceed the load capacity printed on the lift.
  • Safety equipment: Confirm that guardrails, alarms, and emergency stop buttons are operational.

5. Workers Training

Not just anyone can jump into a scissor lift and operate it safely. OSHA requires that all manlift workers receive proper training before using the equipment.

What training should cover:

  • Manufacturer’s guidelines for operating the lift safely.
  • How to handle materials on the lift without overloading or unbalancing it.
  • How to recognize hazards, such as power lines and unstable ground.
  • Emergency procedures, including how to lower the lift manually in case of a malfunction.

Employers are responsible for ensuring that all personnel involved in scissor lifts for rent and operation are properly trained and qualified to use the equipment safely.

6. Personal Protection Equipment

Personal Protection Equipment (PPE) includes specialized gear designed to protect workers from workplace hazards. Scissor lift workers need PPE beyond built-in guardrails to safeguard against falling objects, hazardous materials, and bodily harm.

  1. Harnesses and lanyards.
  2. Retractable lifelines & tool tethers
  3. Fall protection anchors
  4. Rescue loops & vertical lifelines

Foot Protection

Scissor lift workers work on limited platform space, requiring secure and slip-resistant footwear to prevent falls. Foot protection standards include:

  • Steel-toe boots, provide protection against punctures, crushing injuries, and falling objects.
  • Non-slip, customized soles to ensure stability on different surfaces.
  • Steel midsole layer, shielding against sharp objects while maintaining flexibility.

⚠ Important: Not all scissor lifts require a safety harness. However, if you are working in conditions where there is a higher risk of ejection, such as strong winds or unstable ground, a PFAS may be necessary. Always follow OSHA guidelines and your workplace safety rules.

Workers’ Rights: Know Your Safety Entitlements

While not safety advice on its own, every worker has the right to a safe and hazard-free work environment. OSHA enforces strict regulations to protect workers of scissor lifts, manlifts, and other heavy construction machinery.

Your rights as a scissor lift worker:

  • Work in conditions that do not pose serious harm. Employers must identify and mitigate workplace hazards.
  • Receive proper training. This includes understanding hazards, using equipment correctly, and following OSHA standards.
  • Access safety records. Workers can review past incidents and workplace safety reports.
  • Report unsafe conditions. If an employer violates safety regulations, workers can file a confidential OSHA complaint.
  • Protection from retaliation. Employers cannot fire, demote, or punish workers for raising safety concerns.

How to enforce your rights:

  • Speak up if you see a hazard. Report safety issues immediately to your supervisor.
  • Ensure you receive training in a language you understand. OSHA mandates that safety training must be clear and accessible.
  • Keep records of unsafe conditions. If necessary, document violations to support your case.
  • Know your legal protections. If you face retaliation for reporting a safety violation, you have 30 days to file a complaint with OSHA.
